Abstract EN

Wagner's law was interested in studying the relationship between the increase in public expenditures and the Gross national product, and this law concluded that the increase in public expenditures is greater than the increase in the Gross national product.

Whether or not these increases reflect an increase in the benefits that the community obtains from this spending.

The research is based on the hypothesis that public expenditure and its movement in the Jordanian economy for the period (1990-2019) reflects a real increase in the society's benefit from public expenditures and is not apparent.

To achieve this hypothesis, the research was divided into three sections.

The first dealt with the phenomenon of increasing public expenditures.

The second dealt with the analysis of public spending indicators and their development.

The third included testing the extent to which Wagner's law applies to the Jordanian economy.

The research reached a set of conclusions, the most important of which is the preliminary analysis, In public expenditures, however, it turned out later that the per capita Income share of public expenditures grew at a rate less than the growth of the per capita national product, and the non-applicability of Wagner's law in the Jordanian economy, as well as a chronic deficit in the public budget due to limited public revenues compared to expenditures.

The research recommends the importance of rearranging the priorities of Jordanian public spending by compressing unnecessary current expenditures in favor of investment expenditures.
