The political discourse that the Arab political regimes seek to convey to the international society, claiming that they are carrying out political and economic reforms in the democratic approach, in fact it is characterized by its prevention of democracy, the absence of a reform program for it, and the decision-makers not relinquishing their privileges, and there are political and parliamentary leaders in it It has been in power for a long time, and it does not have an impartially elected parliament, it rejects reform on the grounds that other external actors are behind it, and there are no opportunities for civil society and informal institutions to involve them in formulating policies...etc.

For example, if we take into account the indicator of political stability, government performance, the rule of law, and the fight against corruption, which is used as an indicator of democracy, in the analytical studies of many international organizations and institutions, we find that the Arab countries enjoy the penultimate position, before the countries of south Africa is in the process of transformation, and since the developments that are taking place impose a kind of parallel media and the corresponding political awareness, the process of change is a process imposed by political reality and political developments.
