أدرجت السلطات العمومية في الجزائر مجموعة من أدوات التعمير من أجل إنشاء ، إنتاج ، تكوين، تحويل المباني، الإدارة الاقتصادية الفعالة للعقار و حماية البيئة.
تحاول هذه المقالة توضيح الأسئلة الرئيسية التالية: ما هي أدوات التعمير التي تدير المجال الحضري؟ هل تلبي توقعات وضعية التعمير ؟ كيف يتم تلبية المتطلبات المتعلقة بالمباني المعدة لاستخدام معين ، كيف يتم تفعيل هذه الأدوات في ولاية ميلة من خلال الشباك الوحيد للبلدية و للولاية؟
Abstract EN
The public authorities in Algeria have introduced a range of town planning acts for the establishment, production, training and transformation of buildings, the economic and relevant management of the land and the protection of the environment.
This article attempts to elucidate the following main questions: What are the urban planning acts that manage urban space? Do they meet expectations in terms of town planning? How to meet the requirements formulated with regard to the buildings intended for a given use, how are these operations carried out in the wilaya of Mila through the municipal one-stop-shops and the one-stop-shop of the wilaya?

Les pouvoirs publics en Algérie ont introduit une gamme d'actes d'urbanisme pour l'établissement, la production, la formation et la transformation du bâti, le management économique et pertinent du sol et la protection de l'environnement.
Le présent article tente d'élucider les questions principales suivantes: Quels sont les actes d'urbanisme qui gèrent l'espace urbain? répondent-ils aux attentes en matière d'urbanisme? Comment satisfaire les exigences formulées vis à vis des bâtiments destinés à un usage donné, Comment se déroulent ces opérations dans la wilaya de Mila à travers les guichets uniques communaux et le guichet unique de wilaya?
