The right to health or the right to health care is one of the most fundamental rights consecrated by the Constitution and law, at the international, regional or national levels.

This right is embodied in a different services: the establishment of health structures, the provision of medicines and medical and health products, the provision of medical and nursing assistance, and the protection of public health, preventive and curative.

In addition to being one of the most prominent health care services, it is one of the elements of the traditional trilogy of public order in its administrative sense (security-health-tranquility); which links the two contradictions, the positive aspect embodied in the provision of services as a right consecrated by the law, and the negative aspect of administrative police and limit the exercise of certain rights and freedoms in order to maintain public order
