Each community has social elites with prestige and social power, and a range of functional roles.

These elites are the center and source of any possible social change.

It is concerned with bearing the heavy burden of development, and bridging the gap between the rich and the poor, between the educated and the ignorant, between the city and the village, between the modern and the traditional.

Therefore, the analytical study of the total representations perceptions and attitudes of the local elite on women shows how these trends empower women to live in social settings called vulnerability, so that they maintain the hierarchical relation between men and women, andexclude women of the world of serious things and public affairs, and more specifically the economic affairs.

The dominance of an aging society's mentality leads to a series of self-centered representations that affect participation in the development of the community, as well as prevent positive interaction between the individual and the development initiatives in question.This is reflected negatively on indicators of social development, namely the standard of living, access to health and education.
