Abstract EN

Algeria, like other contemporary countries, has known several successive crises related to public freedoms since its independence, and although the Algerian constitutional legislator has given it special attention by allocating it in most of the successive constitutions a chapter of its own, public freedoms have known a dangerous turning point from the events of June 1991, because of what has resulted from the multiparty system that led to the entry of the country in exceptional circumstances, according to the declaration of a state of siege first, as well as the second declaration of a state of emergency in February 1992, which may require the sacrifice of constitutional legitimacy under the guise of defending the higher interests of society.
