This the aim of this study is to highlight the new vision and strategy of Algerian small and medium enterprises under the 2017 law adopted by the state to establish and activate these vital institutions to contribute to the building of comprehensive economic and social development.

the study aims at identifying the reality, obstacles and challenges faced by small and medium enterprises in Algeria.

the study concluded that Algeria is striving to develop a diverse and integrated system to support this sector from various aspects that affect it directly or indirectly.

therefore, the new law is an important step in the course of reforms.

however, the census of about one million small and medium enterprises is currently active in Algeria is very weak compared to the potential of Algeria and the objectives of the sector, and this is because of the suffering of many obstacles that hinder the growth and development and continuation, which made it ranked 164 in the index of the creation of institutions in 2015.
