Abstract EN

The process of integrating renewable energies into the various development programs of the Algerian public authorities suggests that future policy and forward-looking planning of energy transfers are aimed at rationalizing the running costs of local community budgets and creating economic institutions as a new model of energy consumption at the level of all public utilities.

The Algerian authorities have embarked on an ambitious program in the field of clean energy as a new experiment through the programs of rationalizing the consumption of renewable energy which started with the beginning of the second half of 2018 by moving from traditional energy to public lighting, which has become a huge burden on the state budget - especially local communities - to clean energy.

During the process of replacing mercury lamps with LED lamps that will inevitably reduce the financial cost of public lighting for these bodies.

So we will address through this paper the concept of sustainable development equation / energy as well as the impact of purified energy use on the budget of local communities in particular and the state in general and the success of the experience of using pure energy in the field of public lighting on the ground - the replacement of mercury classical lamps with low-energy economic lamps " - And its financial and economic returns to the public treasury on the one hand and as an added value in improving the living and service framework for the citizen on the other hand and the role of national and international legislation as protection mechanisms to achieve this equation.
