The strategic plan of the University of M’sila (2017-2022) represents a pioneering experience in applying the philosophy of the university enterprise project, by establishing governance investment formulas, rationalization and activating the educational accompaniment of professors by strengthening the training, training on modern pedagogy, didactic transmission, and presence in the digital world.

As well as improving scientific research standards, and actively accompanying students' university life.

A conviction that the university student should not be a subject individual in the perception of the university institution.

Based on this proposition, this article provides a theoretical reading of the strategic plan of the University of M’sila as a forward-looking model for the university institution project in its philosophy, objectives, implications, and approved form.
