Abstract EN

This study aims to shed light on the concept of electronic management and its importance in improving library services, trying in addition to measuring the readiness of Iraqi university central libraries to adopt this kind of management, also measuring the availability of the human resources, technical, financial and administrative requirements to in order to apply this.

a descriptive and analytical approach was adopted, and both the questionnaire and the interview were used as the main tools for collecting the study data.

SPSS was also used for data analysis data, in addition to the arithmetic mean, the hypothetical mean and the percentage.

among the most important results of the study were: 1.

with a medium degree the technical capabilities are available for the application of electronic management in university libraries, as Iraqi university libraries lack advanced devices that meet the needs of the orientation towards the application of electronic management.

there is a weakness in the available human resources, especially the designers of software and those responsible for maintaining electronic devices and equipment.

3.

the weakness of the financial budget of the library constitutes a major obstacle to the development of the library and its transformation towards electronic management.

the most important recommendations of the study are: 1.

attention to establishing a modern communication and information infrastructure within university libraries.

2.

bringing in human competencies in the field of electronic management to keep pace with various technological developments.

3.

providing modern computers and their accessories and high-speed communication networks, in addition to providing the necessary computer programs and data protection systems.
