Democracy topped the civil political meeting and became the measurement to civilization for the regimes of peoples, as it is the substantial equivalence of the human being matter ( Freedom).

After difficult gestation for its birth in Europe from the womb of tyranny, and success of Enlightenment Movement and political mentalism to reaching Democracy to its present status in alternation of power and establishing the institutions of ruling.

the Islamic elite in the world sought to inspiring this experiment and plant it in their civil environment and establishing the institutions out of tyranny organization.

Simultaneously, the newness in the Islamic – Arabic world was not far from the ideas and thoughts of Religious Men, thus they had no choice except presenting an accepted Islamic solution towards its subject.
