The matter of setting up a legislative establishment in Iraq represented by the Constituent Council occupied the attention of public opinion, especially after 30 June, 1920, as a result of the 1920 Revolution that compelled Britain to change its policy in Iraq.

The national public voices that called for establishing a legislative authority increased.

This authority will be responsible for enacting laws and legislating the Iraqi constitution in order to make Iraq in the rank of the developing countries.

After Prince Faysal Bin Al-Husayn was crowned as king of Iraq on 23 August, 1923, the preparations for determining the type of the rule regime in the country on the one hand, and the king's relations with the British government on the other.

This was made through holding a political alliance treaty between the two countries.

According to this treaty, Iraqi will be put under the British mandate.

This treat was actually reached on 10 October, 1922.

The British government had nothing but to set up the constituent council with the aim of eventually endorsing the abovementioned treaty.

According to these developments, the religious clerics in Baghdad, especially in Al-Kazimiyah City, expressed support for the religious fatwas of the religious clerics in Al-Najaf.

This fatwa had great influence that made Shaykh Mahdi Al-Khalisi his religious fatwa that called for rejecting the British interference and getting rid of any foreign restrictions.

Many religious fatwas continued to boycott the elections.

In return, the Iraqi government took strict measures against the religious clerics in Baghdad, especially in Al-Kazimiyah City.

The government managed to arrest a number of religious clerics in this city.

The government thought that the issue of boycotting the elections was over through arresting the religious clerics, especially Shakh Mahdi Al-Khalisi in Baghdad.

On the contrary, many religious clerics continued holding their meetings in spite of the strict measures that were taken against them.
