In 2017, the Algerian procedural legislature, by amending the Code of Criminal Procedure No.

66/155 sought to establish a genuine two-degree trial in all stages of the proceedings, thereby establishing and putting into effect the Court of Appeals, which, if that principle included offenses and misdemeanors, included the most serious crimes.

This paper addresses the intent of establishing the principle of two degrees of criminal procedure, and of dealing with the compatibility of the legislator in the control and correction of the provisions of the primary authority.
