Speak of this study for Carter principle established by US president Jimmy Carter (1977 – 1980) , after the developments in the Middle East , especially the Soviet invasion of Afghanistan in 1979 and the Islamic revolution in Iran in the same year , as well as concerns on the Arabian Gulf region rich oil fields , so the idea of putting the mentioned principle , which led to the establishment of military bases in the Gulf region and the formation of rapid deployment forces to pre – empty any attempt that would threaten the sensitive region of the world, particularly since the oil Arabian Gulf is an important source of energy.
