Industrial progress has increased the risks of pollution on the environment and man, and the preservation of the environment clean and free of pollutants from the functions and responsibilities of the modern state, and it is administrative law including put it under the administration of the powers and privileges for public benefit from more branches of the law relevant to combating pollution within the state, where the Department is responsible for the results of its unlawful polluting the environment, because of prejudice to the rights and interests of individuals.
