Abstract EN

The importance of this study comes in that it attempts to reveal the great role played by the communication culture, which is one of the main factors determining the extent of the success of organizational development in activating electronic management within the Algerian public institution, given that the experience of activating electronic management is one of the most important tributaries of organizational development in the field The e-mail within the Algerian institution and the subsequent attempt to digitize the personal documents of citizens, in addition to identifying the extent of interest in the communication culture factor by employees working in the public institution.

In order to identify this, a field study was conducted on the employees of the Cheria Municipality of Tebessa, by relying on the social survey method, Using the questionnaire as a basic tool in collecting information from employees in addition to a personal interview with employees of some departments in order to get to know the phenomenon closely.
