The content of basic liberties is nothing but an extension of human rights enshrined at the international level or public liberties recognized by the national legislature, but its modernity prevented accurate knowledge of its content, and it was the subject of a doctrinal dispute about its nature, but after the French legislator recognized it as a term only and not as a concept through Article L521-2 of the Administrative Judiciary Law, which corresponds to Article 920 of the Algerian Civil and Administrative Procedure Code, the jurisdiction was granted to the administrative judge to protect it, especially through the judge of immediate urgency who can order all measures necessary to protect it in the event that the rights of the appellant are violated by the administrative authorities.
