Abstract EN

This paper aims to provide a brief overview of civil society's response to the epidemiological situation at the policy and health bases level.

With the spread of COVID-19, civil society organizations mobilized resources to support the government's efforts by playing an active partner role in providing social and economic well-being to the affected population; As a standard for measuring the quality of health services; Require governments to be accountable and tracked about the optimal use of COVID-19 funds and resources as citizens exercising accountability who have the responsibility to transparently report on resource use and the true impact of the pandemic in recent times; Which comes after the campaign of civil society organizations against the state through opposition voices to reveal the lack of quality of health services in hospital institutions and the organization of the shrinking civil space.

Moreover, the article discusses the contradiction in the shortcomings and challenges of efficiency and the clear commitment of civil society.

The tense relationship between the government and civil society organizations in countries of the world, including Algeria, is also examined against the background of harsh epidemiological legislation and policies that have been framed during the COVID-19 period, which prohibit discussions, reviews or any consultations in the context of the pandemic and even during the post-recovery phase, which shaped A kind of mistrust between the state and civil society.

Through this paper, we discuss the stakes on civil society organizations that can establish monitoring and evaluation of health systems, and make recommendations to strengthen health systems, in cooperation with judicial systems, human rights institutions, and parliamentary structures, in order to achieve public health rights in the face of the epidemic.
