Abstract EN

Most administrative contracts occupy great importance, including public utility delegation contracts in general, and the incentive agency contract in particular from various economic and social aspects, which made the organizer put in place many restrictions and procedures that govern them during their conclusion, and this is to preserve public money and taking into account the basic principles governing these contracts general from competition, transparency and others.

In this context, and by referring to the Executive Decree 18-199 and specifically its provisions in relation to Chapter Tow, “Concluding Agreements for the public facility”, we find the Algerian organizer through which it has made a set of provisions applicable to all parties concerned with the subjection of this decree.
