this study seeks to provide a critical analysis for international migration management and the historical changes it has undergone by focusing on the global compact for safe orderly and regular migration as it is the first inter-governmentally negotiated agreement to manage international migration in all its dimensions through international cooperation.

the study is based on the assumption that the Global Migration Agreement is a hegemonic project and therefore the indicators of hindsight will be examined both in the content of the agreement and the objectives it has set and through the process that has been taken to reach the final document of the agreement, which has been described as a qualitative shift in the field of international migration management On the international level.
