Abstract EN

This research tends to explore many different aspects of World Bank evaluation for its strategies and projects in Iraq after 2003.

This evaluation takes into consideration and analysis political, economical, institutional legal, and social obstacles that facing Iraq in developing its national competitiveness.

The World Bank's evaluation of the financial management system in Iraq was a priority because the most important functions of the government are mobilizing and employing financial resources and managing the state budget efficiently to achieve its objectives on the one hand and to enhance the competitiveness of the state on the other.

The research recommended activating the role of public and private sectors and civil society.

Besides, the establishment of a framework for accounting of officials and evaluating the performance of the public financial management system in Iraq on a continuous basis, represented in the general budget of the State in several areas, including: enhancing productivity, economic growth, creating jobs and employment, improving the quality and availability of services to the population and society.

The extent to which transparency, efficiency, accountability or accountability in government and institutional functions contribute to increased justice and integration of marginalized groups.
