Abstract EN

Value Engineering technique is one of the modern administrative and productive techniques that entered the world of production at the end of the twentieth century, This technology was reflected in accounting performance because it's used as a main tool of improving specifications and rationalizing cost while maintaining the quality of products.

Dependence on this technique is not impossible, but it may be difficult at first because of the lack of requirements for its application.

The problem of research has emerged in the inability of national oil companies to enter the field of effective competition with other oil companies operating in the same sector of production because of the high specification of the gasoline(benzene) product, so companies wishing to apply this technology can effectively compete with their counterparts to achieve High octane fuel or so-called enhanced fuel.

Therefore, the research focused on achieving the goal of the high standard and reducing the cost of products to a minimum, The research was based on the ability of refiners to implement this technology, which in turn increases their profits under normal working conditions with available energy and their ability to improve the quality of their products, As well as the need for full coordination between administrative levels.

This technique was applied in the Directorate of the Sammawa refinery, one of the refineries of the Midland Oil Company and the Petroleum Research & Development Center-Baghdad.

This research was divided into four sections, The first section reviews the research methodology while The second covered the theoretical aspect of value engineering technology and the third section dealt with the practical aspect of this technology, The fourth one included the main conclusions and recommendations of the research.

The research concluded that the refinery has the ability of applying this technique.

The study recommendation was based on the fact that all refineries and local oil companies have the possibility of applying this technology because of its advantages and benefits in achieving the improvement of the specification and achieving the economies of scale of the refineries to meet the requirements of the customer who is always looking to obtain a high standard product at a lower price.
