Abstract EN

This research paper aims to analyze the reality of the modernization of regional administration and its role in achieving sustainable development in Algeria by studying a case study on developing shadow areas in the state of Tlemcen, using the descriptive and analytical approach by addressing the identification of mechanisms developed to enhance the independence of the municipality and the challenges it faces to develop shadow areas, which have become one of the priorities of the program The government, in order to create a developmental balance between the various regions, responds to the necessary requirements of the citizens, which necessitated the academic definition of those regions and to display the nature of development projects and their sources of financing.

Where the stad found that the emergence of these areas was linked to the financial deficit of the municipalities due to the weakness of their own resources and dependence on state subsidies, and on the other hand the regional division was not subject to scientific standards and the identification of strategic goals related to the dimensions of sustainable development.

Finally, some recommendations were made
