In order to form their elected popular councils, which function independently, enjoy legitimacy, and manifest the free will of its citizens, the rules of the electoral law should ensure the justice, efficiency, and seriousness of the voting process.

The implementation of a representative electoral system is required to ensure a transparent voting process and be able to repair any gaps and threats to its legitimacy as well as proffer the suitable environment for its organisation, based on the principles of equality and neutrality.
