Abstract EN

This study aims to analyze the relationship between the different contexts in which Law n° 04-14 on audiovisual activity stated and the legislative objectives underlying promulgation of this law.

Based on a set of carefully selected indicators that constitutes the conceptual aspect of this text, especially the issue of "public and thematic" and the notion of "public service" and a sample of its organizational procedures, which are the license system and the conditions book.

This study leads to the fact that this law is more a protection law than an open law so that the Algerian legislator has carefully taken into account the political interests which aim to embody the control of audiovisual activity to the detriment of the professional interests which strive to exemplify a public service through the media and drive it towards professionalism.
