There is a link between civil society and democratic values; there is no civil society outside a framework with no democracy which is a set of rules and institutions of government.

The same for the civil society, it is based on institutions and organizations for popular participation.

A citizen cannot alone confront the state, achieve his interests and express their views individually, but through their membership in civil organizations, they can express their opinion with interests safeguarded and achieve the private good through achieving the common good.

The global wave of democratization has highlighted the importance of the civil society organizations as the space in which individuals and groups operate voluntarily and freely in order to assist or oppose the state.
