The public administration in Algeria has witnessed several measures to improve the service provided to citizens and to increase the quality and effectiveness of the public administration, as part of the efforts made by the Algerian state to develop public administration and take advantage of modern technology in various sectors of government, in line with the economic and political challenges witnessed by the country, which is imposed by the global trend towards modernization and digitization of governments and administrations, in addition to trying to bring public administration closer to the Algerian citizen and meet his demands for better service, which is directly reflected in the image of this administration, which has been strained by the government, which has been strained by the global trend towards modernization and digitization of governments and administrations, in addition to trying to bring public administration closer to the Algerian citizen and meet his demands for better service, which is directly reflected in the image of this administration, which has been strained by the global trend towards modernization and digitization of governments and administrations.

The refore, the importance of this field study to highlight the reality of public service in Algeria, with the aim of revealing the nature of the citizen's mental image towards the Algerian local administration under the measures of improving the public service, where we took the municipality as a model for the study, using the survey method, on an estimated sample of 200 individual municipalities of the Algerian East (Annaba, Satif, Constantine, Mila), where 50 single-digit syms were distributed equally each municipality, where the questionnaire was the best tool.

To collect data, let us finally find that these measures have contributed to some extent to improving the image of local administration among the citizens, despite the continued weakness of reception and guidance service, and the continuing phenomenon of mediation, nepotism and other negative aspects revealed by the results of the applied study.
