The end of the Cold War brought about radical changes in the various elements of the international system and contributed to the establishment of a new international reality characterized by the attempt to dominate the United States of America through its epistemological and strategic model.

The technology of digital media and communications has contributed, very quickly, to the integration of the world and the dissolution of the known traditional borders that have always constituted an obstacle to this fusion.

Under the impact of globalization and its use by some international organizations and bodies as a means to eliminate the cultural specificity of nations and peoples, and lack of belief in pluralism and diversity through engineering perceptions and ideas that make culture one and universal.

This reality has pushed countries that wish to preserve their national culture and privacy to expedite the design of policies to face these challenges that do not believe in others and work to draw them in one orbit and one path.
