The regional groups lack diversity in the local financial resources that they are legally authorized to collect.

This explains their insufficiency to cover their needs and expenses.

Therefore, the Algerian legislator granted them subsidies and financial allocations provided to them by the state within the framework of local development, as the Algerian legislator approved mechanisms for financial solidarity.

Among these groups, we find within these mechanisms the Solidarity and Guarantee Fund for Local Communities, which plays an important role in financing the regional communities through a number of subsidies and allocations provided to them.
