Abstract EN

Today, the world is witnessing a more rapid pace of transition from an economy of a material nature to a new economy based on knowledge.

In this regard, the importance of Higher Education and Scientific Research (HESR) emerges as key factors in accessing the knowledge economy.

This study came to analyze the reality of (HESR) in Algeria by tracking the state’s spending on this sector, as well as through some quantitative indicators represented in the inputs and outputs of the educational process (students and professors) and its outputs (staff graduates).In addition to the research process inputs (researchers and research projects) and outputs (patents and scientific publications).

It was concluded that despite Algeria's reforms at the level of the educational and research systems to achieve a strong educational and research base on which to base its development movement.

However, it is still far from the desired goals, thus expressing the development model based on the culture of consumption, which the sector of (HESR) has not escaped from.
