This research aims to study the priority of focusing on enhancing, ways of empowering Arab women to contribute to comprehensive development, in light of the lack of embodying their political empowerment, and the problems surrounding the paths and attempts to embody this political empowerment, which, if achieved, is through mandatory decisions, which makes it fragile.

The descriptive analytical approach was adopted to understand the depth of the subject of the study, as this approach enabled to find a compromise solution that would allow Arab women to perform the role assigned to them to achieve comprehensive development.

The inductive method was also used to approach partial facts about the subject of the study to derive general judgments.

The study also relied on the deconstructive-synthetic approach, where, given the complexity of the subject, it was initially dismantled into its initial elements, then the installation process was carried out in a second stage, to reach reasonable results and recommendations related to weighting the scale of Arab women's participation in comprehensive development even if empowerment was not possible.
