The rules of medical responsibility evolved, so it was not conceivable in the beginning to hold doctors accountable for their mistakes, but with the stability of the principles of civil liability, it became possible to hold them accountable for intentional mistakes, and then responsibility developed after that, so doctors in public hospitals became responsible for mere negligence and gross error.
