The Municipal People's Council represents the basis for decentralization, and the place for citizens' participation in the conduct of public affairs.

However, the central authority in the state exercises administrative control over the Municipal People's Council, including the elected members of the Council, its deliberations, and the elected body as a whole, in order to ensure the unification of the political, economic and social objectives of the state.
