Abstract EN

In general, in the institutions, dual authority occurs between the advisory authority having the right to advise, the executive who has the right to command, and the decision; the second is committed to achieving the goals of the organization while the former is committed to strengthening the executive function.

This is the dual authority, which gives the institution the appearance of two separate units, an executive unit and another advisory body.

This duplication is most evident in hospitals through the emergence of the characteristic work force of the medical apparatus, which creates an informal authority.

In order to make the two separate units of the consultative and executive foundation a single unit, the new public administration, which attaches great importance to the reduction of the duplication of powers and the imposition of participatory power.

The purpose of this study is to define the role of the new public administration in reducing the duplication of powers in public hospitals, in addition to new ways of managing this type of institution, compatible with modern trends.
