The scourge of corruption, in its various manifestations, is the biggest obstacle to all attempts at progress and the main undermining of all pillars of development, which makes the economic effects of corruption impede plans for economic and social development.

Among the most important internal motives affecting the political reform process in Algeria is the phenomenon of corruption, which has dominated all fields of public life, politics and even exceeded.

It to the social and cultural aspect of Algerian society, in addition to other variables, the most important of which is the growth of unemployment, the housing crisis and the failure of the administrative apparatus.

In light of the spread of the phenomenon of bureaucracy and nepotism, which are the factors that contributed greatly to the lack of trust between the authority and the citizen.

The regional and international environment has also had effects on the reform process, especially in view of Algeria's accession to international conventions and treaties in the field of combating corruption and protecting human rights.

It is obligated to introduce reforms that comply with international standards in consecrating the principles of democracy and transparency and setting up oversight mechanisms in order to rationalize and preserve public funds.
