The purpose of this paper is to analyze the issue of reforms in network industries and more particularly electricity networks.
Our issue aims to analyze the regulatory mechanisms adopted around the world and to make a proposal for an application adapted to the case of electricity distribution networks in Algeria.
The results show that the technical and economic characteristics and the particular nature of the services offered were the main reasons for a different organization of these industries.
Finally, an incentive regulation mechanism can be proposed to remedy the problem of information asymmetry between the regulator and operators in Algeria
Abstract FRE
L'objet de ce papier est d'analyser la problématique des réformes dans les industries de réseau et plus particulièrement les réseaux électriques.
Notre problématique vise à analyser les mécanismes de régulation adoptés de par le monde et de faire une proposition d'application adaptée au cas des réseaux de distribution d'électricité en Algérie.
Les résultats démontrent que les caractéristiques technico-économique et la nature particulière des services offerts ont été les principaux motifs d'une organisation différente de ces industries.
Enfin, un mécanisme de régulation incitative peut être proposé pour remédier à la problématique d'asymétrie d'information entre le régulateur et les opérateurs en Algérie.
