Modern administration is considered one of the main factors that help the success of local administration, and among its most important features is the involvement of citizens in the decisionmaking process, because municipal law encourages the participation of civil society in managing local affairs and is based on encouraging citizens to express their opinions on development projects.

In this context and due to the importance of the issue, the Municipal Law has devoted an entire chapter to popular participation.

The local administration is a real indicator of the development of modern societies and an essential element for judging the path of reforming the local decentralization system.

The importance of the study is demonstrated by the great position of the local administration and a real indicator of the development and evolution of modern societies.
