تهدف هذه الدراسة لمعالجة الإطار التنظيمي للمندوبيات البلدية من خلال النص القانوني الذي ينظمها، بغية الإحاطة السوسيولوجية بالاعتبارات اللارسمية المتحكمة في تعيين المندوب البلدي على رأس المقاطعة الإدارية، ما استدعى الاعتماد على مقاربة سوسيو-قانونية في تحليل مضامين المواد المؤطرة لهذه العملية، خصوصا ما تعلق منها بمسألة توظيف رأسمال الاجتماعي كمعيار للتعيين، لذا فقد شمل البحث ستة مقاطعات إدارية ببلدية سيدي بلعباس، حيث تبين من خلال مخرجاته أن توظيف الوصاية لرأس المال الاجتماعي كمعيار في تعيين المندوب البلدي، يخلق خللا بين التزامه التمثيلي أتجاه مواطني مقاطعته و التزامه التنظيمي أتجاه المجلس الشعبي البلدي المنتمي إليه
Abstract EN
This article aims to know the foundations about the activity of the municipal delegate, the purpose of this study is to try to read the caches that hinder the municipal delegate to reconcile between his administrative practice and the demands of residents, finally the results of this study show that the use of social capital as a criterion in the appointment of a municipal delegate creates a imbalance between his representative.
commitment to the citizens of his province and his organizational commitment to the municipal people's council.
