Despite the difficulties the army encountered during its formation, its strategic position, halfway between Algiers and Oran, and its proximity to the coast, in particular, especially the port of Tennis, , and its historical significance as a station for a former Roman settlement, as well as its economic signifiance as a fertile plain region that provides a favorable climate for the agricultural revival and quick development into a population center, and then into a city that was considered the capital of the Chlef Basin area, was due to its industrial and commercial operation.
