This research paper aims to adress the issue of the responsability to protect as a modern phenomenon; one of the most controversial issues with the issue of human security as an international dimension whose extent is not limited to the security of the state, but to human security as an individual within the focus of the international equation, and this is in order to achieve human security that guarantees human security and safety in different areas and aspects of life, recognizing the importance of human needs for security and limiting the various risks and threats that effect him.
