Inter-municipal cooperation is an effective solidarity mechanism, for building a common development vision between municipalities, which is achieved by pooling efforts and valuing local resources and capabilities.

The Algerian legislator framed this method through successive municipal laws, the latest of which was Municipal Law No.

11/10, in order to enable the latter to implement joint projects within the framework of contracts or agreements in accordance with specific conditions and controls.
