Contracts for licensing the exploitation of industrial property rights are often included - at the international level - in a comprehensive agreement, called the Technology Transfer Contract, under which the supplier of such knowledge imposes on the importer unfair conditions restricting its freedom to use it.

The latter reluctantly receives it because of his high need for the technology being licensed.

These, in general, are the restrictive conditions by which the developed countries perpetuate the state of economic and political dependence, and are keen to keep technology under their control.

So, they do not transfer it to the countries of the South except in accordance with these goals.

Developing countries had been fed up with those conditions and, at United Nations conferences and in many international organizations, had advocated that they should be organized in the interests of the contracting parties and that opportunities for development in importing countries should be expanded.
