Civil society is the general framework that extends and links between individuals and the state, as it forms communication that allow individuals to participate, whether individually or collectively, in various activities, and to organize them into groups with power to influence public policies, and to transparently manage resources to achieve development.

And it began to express indirect relations between the citizen and the state, mediated by civil society institutions such as parties, associations, trade unions and others.

The existence of these institutions, like all organizations, are subject to rules and mechanisms of their own, and for them to be efficient and effective, they need requirements or conditions that must be met.
