The dangerous threats facing the international community in the midst of the globalization movement caused the escalation of violations against the human self and its individual and collective security, and justified the formula of overlapping again between international law and human rights, As a result, the development of the crime control system was imposed through the approach of internationalization in the national criminal law.

The internal systems appeared to need to adapt to international transformations.

The study highlighted two main areas.

The first is the contribution made by international rules of crime control, and the second is the effect that the development of international penal rules have had on the binding character of the internal criminalization and punishment systems, and thus that situation poses serious challenges to the competition between what is international and national.
