The current research aimed to Build a Program based on Social Constructivist theory and measure its Effectiveness in developing Social Values among first-year Secondary Students.

It was divided in to two groups، one Experimental، numbering (18)، and the other controlling (18)، and the problem of the current research was determined in the weak level of social values )0.05) between the average scores of the students of the two research groups in the Post-application of the social values scale in favor of the Experimental group، the adjusted “Blake” gain ratio was acceptable، and the program’s impact is generally high، meaning that the program is effective in developing Social Values، and based on the results of the research recommended The researcher should use the Strategy of Climbing the Plateau when planning and Teaching History curricula، and the necessity of holding training courses for history teachers; To train them to use the strategy in planning and implementing lessons.
