The issue of the legal organization of the electoral constituency is one of the central practical issues, and deserving of in-depth and comprehensive studies, as it is one of the most effective means regulating the freedom of individuals to exercise political rights guaranteed by constitutions, including the Constitution of the Republic of Iraq for the year 2005 and accordingly, according to Article (20), by stipulating (for citizens, Men and women have the right to participate in public affairs, and to enjoy political rights, including the right to vote, elect and run for office.

) The requirements for preserving the democratic system, especially those related to the rights of individuals to vote and run as candidates, and prevent deviation in them are what dictate the legislator to intervene by setting rules governing the electoral process and the electoral district, which is one of the most important pillars of that process
