When a foreigner enters the territory of a country, he intends it either to pass through it accidentally, or to settle there for a period of time, whether for a short or long period.

Undoubtedly, the procedures for the entry of a foreigner differ from one country to another, as the state recognizes the right of entry for foreigners taking into account its national interest in addition to what the international community has settled on in terms of the need to recognize a minimum right of the rights of a foreigner and this is what the Universal Declaration of Human Rights affirmed in Article (13) / First) If it stipulates ((Everyone has freedom of movement and choice of his place of residence within the borders of each country)) and this is what was adopted by the Constitution of the Republic of Iraq of 2005 in Article (44 / First), the freedom of movement, travel and residence for the Iraqi inside and outside Iraq was given.
