He was not successful in the field of distributing competencies, and this will lead us in the future to a lot of disputes in the competencies between the federal authority and the authorities of the region because of the ambiguous wording that only the provisions of the constitution, as well as its regulation of oil and gas, as it was organized in a special organization, and it would have been better to specify a special text in the constitution On the subject of natural resources, especially oil and gas, he stresses the cooperation and coordination between the federal government and the regional government, so that it does not apply the principle of priority to the law of the region, which is stipulated in the current constitution, because this does not fall within the exclusive powers and does not fall within the joint powers.
