The advent of containers led to significant development in shipbuilding, port infrastructure and handling equipment.

It was therefore necessary to create zones outside the seaport in order to orb the growing number of goods, and to eliminate the congestion suffered by developing countries in particular.

hence construction and development of dry ports has become a major factor in the renaissance of modern maritime transport aiming at meeting the growing demand for services related to transport, as well as for the decisive role that these ports play in reducing production costs, reducing congestion, speeding up customs formalities, control procedures and payment of taxes, in addition to the facilitation of distribution and logistics operations, thanks to an integrated system of storage service provided by dry ports guaranteeing continuous unloading of ships, thus reaching the actual capacity of the quays, and thus reducing the time spent by ships in a port.

Algeria in turn, has tried to follow in the footsteps of the advanced countries in this area, by building a certain number of dry ports at the national level, but which have remained ineffective in terms of the objectives set.
