Abstract AR
ترمي هذه الدراسة لتحديد مدى فعالية دور المجتمع المدني في تفعيل حق الوصول إلى المعلومات الإدارية بعد تكريسه في الدستور، و ذلك من خلال تبيان الأسس القانونية لممارسة هذا الحق في القانون الوطني، و الأدوات و الأطر التي يملكها المجتمع المدني لتفعيله في إطار مقاربة الأبعاد المتداخلة معه و ذات الصلة به، و على رأسها تعزيز الشفافية الإدارية و ممارسة المشاركة السياسية و الديمقراطية المحلية و التسيير العمومي و الرقابة الشعبية و مكافحة الفساد الاداري.
كما تشمل الدراسة التطرق إلى المعيقات و العراقيل القانونية و التنظيمية التي تعوق اضطلاع المجتمع المدني بتفعيل حق الوصول و الحصول على المعلومات ضمن الأطر القانونية المحددة له و أفق تجاوزها.
Abstract EN
This study aims to determine the extent of the effectiveness of the role of civil society in activating the right to access administrative information after it is enshrined in the constitution, by showing the legal bases for exercising this right in national law, and the tools and frameworks that civil society has to activate it within the framework of an approach to the dimensions that overlap with it and are related to it.
On top of which are enhancing administrative transparency, practicing political participation, local democracy, public management, popular oversight, and combating administrative corruption.
